University Executive Board
The Rector and Vice-Presidents, together with the Executive Vice-President, constitute the university leadership, the Executive Board of the university. The Rector heads the Executive Board and has policy-making authority. He defines specific areas of responsibility with the other members of the Board. Each Vice-President and the Executive Vice-President make decisions within their own departments. The Rector has the casting vote in the event of a tie in the decision-making process. The Executive Board's duties include:
- Decisions regarding participation in the state budget
- Decisions regarding the funding of facilities and allocation of resources
- Reviewing vacant teaching posts at the university
- Considering equal opportunities issues
- Coordinating cooperation between various governing units and members
- Annual reporting to the University Council and Senate
- Establishing regulations on fees
Upon transition to their new term of office in October 2018, the former Pro-Rectors assumed the title of Vice-Presidents in accordance with the new Thuringian Higher Education Act. However, Professor Dr.-Ing. Volker Zerbe will remain "Rector" until the end of his term of office.
The Rector is the university's external judicial and extrajudicial representative. His responsibilities include the day-to-day running of the university, preserving order and maintaining the university's house rules. He ensures that the professors and lecturers duly fulfil their obligations in respect to teaching, examining and supervising students.
The Vice-Presidents are appointed for three years by the Rector from within the sphere of university members and approved by the Senate. To be eligible for appointment as Vice-President, candidates must hold a university degree and have at least three years' professional experience in a position of responsibility. The Vice-President of Academic affairs must be a professor.
The Rector can revoke the appointment of Vice-Presidents with the consent of the University Council.
The Executive Vice-President manages the administration of the university and is responsible for the budget. Should the Executive Vice-President raise any objections to a decision taken by the Executive Board with regard to important financial matters, a new vote must be held.
